| Sažetak: | This paper aims at the creation of the Human Resources Department for the Union of Professional Drivers Quevedo Canton Whereas it is essential services. For which the following aims; Making a diagnosis of the current situation of the Canton Professional Drivers Union Quevedo, develop a proposal for the implementation of the Human Resources Department in the Union of Professional Drivers de Quevedo, and perform the technical study and Economic Human Resources department to determine the feasibility of the project, which lasted 180 days. Among the methods applied were inductive and deductive reasoning to find the problem. The universe is made up of collaborators and partners in a number of 1,346, for which it was necessary to apply a formula of probability of 5%, which calculated the sample of 299 people, which was applied to surveys, are also interviewed the 7 members of the Executive Committee, and the observation as a tool for gathering the information needed to develop this research For the execution of this work we used a nonparametric statistic that yielded the same results, conclusions and recommendations. Where can establish that there is no HR department and 75.59% of respondents indicated that when there is a labor issue go to the Secretary General, the Legal Defense 17.39% to 7.02% and the Working Insectoría. They further asserted that it should create a Human Resources Department for the Union of Professional Drivers Quevedo The proposal includes the design of the Department of Human Resources, facilities, financial resources, human and technological, as well as specifying the duties, which will be to advise, not direct its general secretary and directors, has the power to direct the operations of the departments. The inductive method was used, with the assistance of internal control union to have the diagnosis of the problem of union in the human resources aspect. Based on the obtained with the inductive method, deductive method is applied to implement the Human Resources department will improve, (recruitment, selection, recruitment, introduction and induction), which is effective in Human Resource Management in of the institution. The Human Resources Department includes efforts to obtain and coordinate human resources of the organization, representing the largest investment, so the purpose of this research is the creation in the Drivers' union, being able to obtain adequate functioning in processes. For operation of the union, requires material, financial, administrative and eminently human, although they depend on complex and cyclical factors such as cultural imprint that investing in human resources is unnecessary and costly, so there is no system integration, evaluation, supervision and training. Total fixed investment to implement the Human Resources department is 3.778.74 dollars for the operation, the monthly salary of the Chief will be unified at a value of 600 and 400 including the secretary of the benefits of the law unless the provision of insurance social, which makes this proposal is viable, since technically, economically and financially because after approval by the General Assembly of the union may be running. |
