Итог:The provision of public services at the Hospital El Empalme, is not enough to meet ever increasing demand of users, for which the present study, after determining the incidences in the rendering of services, we proceeded to work in the elaboration of the present Organization and Functions Manual for the Hospital El Empalme. The purpose of this study is to guide both the staff working in the Institution, and also to external users of services, on how it is organized this health institution in order to meet its goals; clarify the degree of responsibility of different administrative units and their relations of authority an dependence. The objectives were: To develop a manual of organization and functions to promote the improvement and achieving higher levels of effectiveness in job performance of employees and workers of the Hospital “El Empalme”. Diagnosing the organizational situation of Hospital “El Empalme”, to clarify the functions, powers, responsibilities, internal and external relationships and requirements of each of the jobs available in the hospital. Facilitate the development of operational and administrative functions, eliminating duplication of effort and confusion for the performance of the functions allocated to jobs. Establish the basis for maintaining en effective system of internal control and facilitate the monitoring of tasks. The results that emerge from this research is that most of the officers, employees and workers of the Hospital El Empalme, refer that the Organization and Functions Manual will contribute to a better understanding of the activities they compete and responsibilities of each, which in turn will improve the quality of customer service. The hypothesis that guided the present study: The elaboration of an Organization and Functions Manual in the Hospital “El Empalme”, will allow all its personnel to know its functions to improve its labor acting, it is totally demonstrate, consequently is accepted.
