Auditoría operativa al proceso de cedulación y su relación con la atención al usuario en el registro civil, cantón El Empalme, provincia del Guayas, año 2012

The present investigation project had as purpose to carry out an Operative Audit to the cedulation process, to establish the relationship with the attention to the users that attend the Civil Registration of the El Empalme Town, year 2012. The main reasons that induced to carry out this work were: to determine the quality of attention that the users receive, to identify operative and to establish the appropriate methods to optimize the use of material and human resources in Civil Registration of the El Empalme Town. The development of this operative audit, had as result, an inherent risk of 25%, the control risk, settled down in 28%, finally 15% of detection risk was assumed; the ponderation of these risks, us 1, 05 % global as audit risk. As part of the working papers, it was obtained 98, 29% of efficiency, 98, 29% of effectiveness, and 99,008% of effectiveness. The results demonstrate that the internal check system that uses the Civil Registration, demonstrates the execution of administrative processes, documentation and of registrations. The communication among the existent departments in the Civil Registration, therefore the efficiency is reached. The politicians, regulations, mission, vision that has the civil registration is completing. The mission of the institution is focused toward where he/she wants to take and what he/she wants to make, for that if it is completed efficiently. The cedulation process presents a high confidence level so that the level of risk is low what demonstrates that it is fulfilling the process of registrations efficiently. The administration indicators demonstrate that the efficiency, effectiveness and effectiveness of the Operative Audit of the Civil Registration of the El Empalme Town used during the year 2012, presents a high level of execution and a low risk. All these calculations allowed obtaining the reports, pertinent to the Internal check and on the other hand to the final report of audit.
