Resumo:The present research on the impact of the Human Development Credit granted by the Ministry of Economic and Social Inclusion (MIES) in the El Empalme city during the year 2023, focuses on a group of beneficiaries who have accessed this credit, analyzing how it has influenced their quality of life and the socio-economic development of the community. Through a methodology that combines surveys, interviews, and data analysis, the effects of the Human Development Credit were identified, showing an increase in income and an improvement in living conditions, with approximately 85% of the beneficiaries experiencing upward mobility. The research evaluated the impact of specific interventions on the economic and social development of El Empalme canton, revealing a substantial effect on local economic activity, particularly in sectors such as small-scale agriculture and family-owned businesses. However, the changes in the social sphere have not been deep enough to produce a structural transformation in the territory. The implementation of these interventions has been only moderately successful due to persistent limitations in planning, project monitoring, and the lack of effective coordination with local stakeholders. These factors have hindered the consolidation of a sustainable impact on the development of El Empalme.
