This research was supported in evaluating the implementation of the System of Internal Control of durable goods used by the Police Command Babahoyo, in its operational and administrative activities. The research problem was identified, that is, how Inadequate internal control system affects Administrative Decision Making in Police Command Babahoyo, its causes and effects and immediate Its General and specific objectives are determined. It was reinforced with theories, concepts, laws and regulations relate to the research topic. Interviews and surveys of previously defined population, which in this case is 125 and a sample of 86 police servers: different types of research such as inductive, descriptive literature, among others, followed by tools like was used. The hypothesis was identified, which was demonstrated using the formula of the square CHI, using for this purpose the observed and expected frequencies, based on the results of surveys formulas to police servers, reaching determine that inadequate internal control system IF AFFECTED making administrative decisions police comand. The conclusions and recommendations are built and finally the design and implementation of Internal Control Manual for Police Babahoyo was proposed, whose instrument will significantly improve control in all its manifestations and have reliable accounting and financial information for management decision making of the police.
