Gestión administrativa y de servicio y su influencia en la toma de decisiones del gobierno autónomo descentralizado municipal del cantón Pichincha, Período 2014-2015, Propuesta de planeamiento estratégico.

This research evaluates the impact of the administrative and service Decentralized Autonomous Municipal Government of the canton Pichincha in decision-making through a study of the operational phases of each service area of the municipality, the existing problems reflecting met there poor administration provided by the team work and the limited institutional capacity to take corrective decisions that prevent fulfilling the mission, vision and corporate objectives. These problems are caused by the lack of effective control in administrative proceedings, breach of the organizational structure, poor training to human resources, causing external users of the municipal government suffers credibility and confidence which negatively affects the decision- decisions. All this information entail to a study by surveying Servqual sort that define service quality as the difference between actual perceptions by users, analyzing the five dimensions of quality; tangibles, reliability, responsiveness, empathy and security allowing to know the reality and administrative service that carries out such municipality. This information allowed to design a strategic plan that allows implement long-term action to establish objectives, institutional arrangements thus make better decisions administrative and service according to its current development plan and the provisions of planning It applies to the line with the provisions of the National Secretariat of Planning and Development of Ecuador municipal governments
