Riassunto:The administrative management capacity of public libraries is unequal due to their high dependence on the political will of local governments. These have acquired greater responsibilities and competencies over local development, leaving aside the health and education areas as a result of the administrative decentralization process. Consequently, library projects within Quevedo's municipal libraries, such as "Rita Bustamante", "Humberto Vanegas", "Alejandro Boza" have not been integrated into municipal or parish government programs because they are not considered administrative competencies. This is reflected not only in the low quality and insufficiency of physical infrastructure, bibliographic collections and scarce technological tools that allow the development of programs to stimulate reading and attract new users. The main objective of the research is to evaluate the impact of the administrative management of public libraries as a support instrument in secondary education. The research methodology is divided into three phases: in the first phase, a documentary review was carried out; in the second phase, interviews and surveys were conducted; and in the last phase, the results were analyzed. We can conclude that the documentary production of the municipal libraries is in accordance with the educational guidelines, complying with the curriculum of the Ministry of Education. The role of the public library in secondary education, according to the data obtained, 94.83% of the teachers consider the municipal library to be a fundamental element for the cognitive development of high school students; and 97.31% of the high school students believe that this space allows them to support the consultation work sent by their educational institution
