Creación del área de talento humano en el Registro Civil del cantón Quevedo, provincia de Los Ríos, año 2014.

Research carried out in the General direction of Civil registration, identification and documentation of the canton Quevedo, province of Los Ríos, located in the sector improvements of the parish San Camilo, in order to establish an area of human talent and through it reach efficiency in their administrative processes and management, relating to the management of staff. For the purposes of the study were diagnosed with the current situation of the Group of people who work in the entity, in the same way it was determined the organizational structure, in order to adapt this important area to the organizational system of the public institution. The thesis work was based on the analysis of the results achieved through surveys, interviews and cited documentary information relating to the object of study, which gave guidelines to create the area of human resources for the Directorate-General of Civil Registry, identification and documentation of Quevedo canton. To gather primary and secondary information, we used the types, methods, techniques and instruments of research, which made possible the collection, interpretation, deduction, analysis and application of a proposed solution, focused on the creation of an area destined to human of the public management and administrative control of the resource. The Directorate General of Civil registration, identification and documentation of Quevedo canton, is a public agency that provides several services, citizenship information, documentation, among other matters required by the inhabitants of the canton. According to the diagnosis, showed that there is some degree of incompetence in administrative processes and control of personnel, which has negative repercussions on the management of human talent and even affects the organizational development of the entity.
