In the present work the fundamental terminology that converges around the Web Design is covered; defining it, characterizing it and individualizing it clearly and concisely. So, an important bibliographic material is included; as far as possible ordered, and summarized in order not to lose quality in its content and to be a useful resource for new research. This research is undertaken with the theme of the Mobile First philosophy, an ideological current that, although it resonated, did not materialize as something concrete, nor has it finished formalizing, which is why it was necessary to collect a lot of multidisciplinary information, going through concepts such as usability, accessibility, information architecture and user experience. The transcendence of the mobile web experience is exposed, and as this ceases to be an aggregate to become current and for the future itself something basic, special emphasis is placed on web performance as a decision factor for the web user to say stay or not in a web site or application, therefore, a set of techniques and practices is available to improve web performance. Finally, a One Page web site is designed in which the proposed Mobile First methodological flow is put into practice, in order to demonstrate the relevance of adopting a workflow or methodology for the design of web sites and applications based on the smartphone, using one of the most recent modules in CSS.
