Streszczenie:Citizen participation is key to strengthening local governance and democracy, allowing citizens to influence public decisions. In Ecuador, the 2008 Constitution and other regulations contemplate this participation. However, in the Quevedo canton, significant gaps persist between the design and execution of these policies, limiting their real impact. This project analyzes the factors that generated this gap during 2023, considering aspects such as planning, allocated resources, and effectiveness in implementation. At a practical level, the results will allow for improved formulation of more efficient public policies that are tailored to local reality. The project uses a mixed analysis, combining qualitative and quantitative. Interviews with key actors and surveys are conducted to measure perceptions about participation and municipal management. The analysis methods include deductive and inductive, to extract common patterns in the implementation of policies; and analytical, to break down the variables that influence the gap detected. One of the conclusions is the lack of coordination between those who develop public policies for citizen participation and those who must implement them. Strategies to close this gap include strengthening the training of public officials, improving the allocation of resources, expanding the use of technological tools for citizen participation and promoting greater coordination between government actors and civil society. Through these actions, the aim is to improve local governance and ensure that citizen participation has a real impact on decision-making in Quevedo.
