Shrnutí:The research work was conducted at the District Health Department No. 05D02, located in Canton La Maná, Cotopaxi province, which has been operating since 1976, offering outpatient care, emergency care, preventive programs, health maternal, prenatal, childbirth and postpartum care, family planning, early detection of uterine cervix cancer, child health, immunizations, dental care and other services. This thesis main objective is to recommend a strategic plan to renew the quality of care to users of the District Health Department No. 05D02, of the city of La Maná, for the 2014-2017 period; whose diagnosis, identified that this public institution has serious shortcomings in terms of quality of service provided to its users, most of whom expressed dissatisfaction; this problem in part because it does not have a strategic direction made exclusively for this institution, fostering activities effectively. Therefore it is recommended to implement a strategic plan to improve the quality of service to users, which consists of a manual user services, training plan, objectives, staff functions, which could guide the activities taking place in the institution and thus meet the needs of users; through….
