Shrnutí:This research work is proposed for the systems of evacuation of waste water in coastal cities have very special peculiarities with respect to other type of cities. Coastal cities have special topographic and hydraulic characteristics because their levels are very limited, which results in the hydraulic gradient of any wastewater disposal system, in addition to the water table which is usually at a high level which differentiates its design . One of the main problems presented by the urban border system is marine pollution. Currently, the immediate marine environment to the coast is a receiver of sewage and rainwater discharges, which causes bacterial contamination of the sea. The research problem is: How does a methodology for designing sewage disposal systems fit coastal cities? We ask the following questions: What elements have the designs of wastewater disposal systems ?, What methodology will be appropriate for the design of wastewater disposal systems in coastal cities ?. We set out a general objective, to propose a methodology through the technical requirements in coastal cities for the design of wastewater disposal systems. Applying specific objectives such as: To determine the elements that make up the design of wastewater disposal systems, through bibliographic research, to adapt them to coastal cities. To characterize coastal cities, through bibliographical research, to implement a design of efficient wastewater disposal systems. We propose a methodological proposal, based on the basic stages of the Delphi technique to design a wastewater disposal system. Design Model: Civil Engineering projects have stages that must be developed in a sequential manner to meet their objective, these stages are: Pre-Feasibility Studies, Feasibility Studies and Definitive Project. In the case of sewage disposal works are developed from the following: Preliminaries - Identification of the Problem, - Stage 1, Pre- Feasibility, Stage 2, - Pre-Feasibility, - Stage 3, - Feasibility, Stage 4, Definitive
