Samenvatting:The main objective of this work is to investigate what kind of management has been carried out in the Balosa road to ensure its sustainability and its contribution to local development, to provide comfort, safety and transitability to users with the application of a Road Management Model, Which will also contribute to the quality of life and the productive development of the population. In the diagnosis made on the subject of the Balosa road, it is known that in the province of El Oro, the Autonomous Decentralized Provincial Government of El Oro (GADPEO) has been in charge of road maintenance, except for the first order roads, Which are in charge of the Ministry of Transport and Public Works (MTOP). In accordance with the modality of investigation that for our subject will be supported by the study of cases; We have been guided by the literature review of the road management models implemented in countries of Europe, Latin América, South América, and our country, whose information has been compared with the model applied by the provincial institution; Where after analyzing and classifying this information, a qualitative analysis has been carried out using the FODA Matrix, the result of which has been a proposal for a road management model for the GADPEO Secretariat of Public Works and Roads, where its functional structure has been strengthened. Which can be more operative in the management tasks for road maintenance and maintenance work, which will contribute to the development of the environment. All the analysis and the proposal are oriented to the fulfillment of the current technical standards and quality standards, respect for the environment, which must also be projected towards constant innovation through training of personnel and research. Many researchers in this area, along with the researcher's contribution to the analysis and processing of information, have contributed greatly to the present study.
