In the diagnosis made on the subject of the Balosa road, it is known that in the province of El Oro, the Autonomous Decentralized Provincial Government of El Oro (GADPEO) has been in charge of road maintenance, except for the first order roads, Which are in charge of the Ministry of Transport and Public Works (MTOP). In accordance with the modality of investigation that for our subject will be supported by the study of cases; We have been guided by the literature review of the road management models implemented in countries of Europe, Latin América, South América, and our country, whose information has been compared with the model applied by the provincial institution; Where after analyzing and classifying this information, a qualitative analysis has been carried out using the FODA Matrix, the result of which has been a proposal for a road management model for the GADPEO Secretariat of Public Works and Roads, where its functional structure has been strengthened. Which can be more operative in the management tasks for road maintenance and maintenance work, which will contribute to the development of the environment. All the analysis and the proposal are oriented to the fulfillment of the current technical standards and quality standards, respect for the environment, which must also be projected towards constant innovation through training of personnel and research. Many researchers in this area, along with the researcher's contribution to the analysis and processing of information, have contributed greatly to the present study. |

Many researchers in this area, along with the researcher's contribution to the analysis and processing of information, have contributed greatly to the present study.El objetivo principal del presente trabajo consiste en investigar qué tipo de gestión se ha realizado en la vía Balosa para asegurar su sostenibilidad y su aporte al desarrollo local, para brindar confort, seguridad y transitabilidad a los usuarios con la aplicación de un Modelo de Gestión Vial, que además va a contribuir con la calidad de vida y el desarrollo productivo de la población. Dentro del diagnóstico realizado sobre el tema a la vía Balosa, se conoce que en la provincia de El Oro, el Gobierno Autónomo Descentralizado Provincial de El Oro (GADPEO), ha sido el encargado del mantenimiento vial, exceptuando las vías de primer orden, las cuales están a cargo del Ministerio de Transporte y Obras Públicas (MTOP). En concordancia a la modalidad de investigación que para nuestro tema estará sustentado mediante el estudio de casos; nos ha servido de guía la revisión bibliográfica documental de los modelos de gestión vial que se han implementado en países de Europa, Latinoamérica, Sudamérica, y de nuestro país, cuya información se ha comparado con el modelo que aplica la institución provincial; donde luego de analizada y clasificada esta información se le ha realizado un análisis cualitativo utilizando la Matriz FODA, cuyo resultado ha sido una propuesta de modelo de gestión vial para la Secretaría de Obras Publicas y Vialidad del GADPEO, donde se ha reforzado su estructura funcional para que pueda ser más operativa en las tareas de gestión para los trabajos de ejecución y mantenimiento vial, lo que va a contribuir con el desarrollo del entorno. Todo el análisis y la propuesta están orientados al cumplimiento de las normativas técnicas y estándares de calidad vigentes, el respeto al medio ambiente, que además deben proyectarse hacia la innovación constante mediante la capacitación al personal y la investigación.
