Περίληψη:The present research hopes to determine that the work efficiency of administrative processes, do not depend exclusively on the competency profile of the Administrative Unit, but the PAC (Annual Procurement Plan), influences to design the management indicators whose goals to execute the annual budget All organizations should to implement the process manual like a principal strategy. This manual should to include strategies in the most frequent scenarios for give fulfillment of these goals without forget the legal context. The functions of administrative processes and their application in public institutions has been considered one of the most important issues to try to focus the efforts of human talent that the Institution has, but the theories of administration studied permit to delineate a management of Processes through their functions: Plan, Organize, Manage and Control. The strategies presented in this research will allow the delimitation of predicted failures to react before and during the situations presented to execute the budget as planned, focusing efforts to the same goal. This research work suggest that the public institution should to takes into account that budgets are a method of control in the management by processes; Therefore administrative work does not end with improving the level of execution, but is a process of feedback that seeks to be a solid basis for future decision-making.
