All change involves adjustments on the staff, these tend to be rejected because the daily habits is changed, causing fears and lack of cooperation during the analysis of the current situation to restructuring existing processes. Innovation leads to a reengineering process, which in this case analysis rationalizes the amount of human resources used, define new functions and tasks assigned in different organizational levels. These changes are reflected in the procedures, such a manuals, policies and forms that govern the activities to be performed by the system operators at different levels according to specific roles in the new scheme.
