Résumé:The conception of agro-environmental policy arose from the linkage of agricultural policy and environmental policy, which began in Europe in the 1980s in the presence of impacts generated by agricultural activity, and was based on theories of Coase and Pigou. In Ecuador, it has not yet been possible to design and implement a framework that regulates agricultural activity with the aim of minimizing its negative effects on the environment and populations. For this reason, the present work analyzes the agricultural policy approaches applied to the Ecuadorian case and elaborates a proposal of agro-environmental policy, through a deductive-explanatory investigation of revision. The results indicate that agro-environmental policy should promote sustainable agriculture through incentives and reduce negative externalities resulting from the intensive use of agricultural inputs through regulation, control and sanctions
