As the twentieth century, the term planning and the process itself starts a growth and strength that enable companies, direct and control all activities and actions to take in order to comply with the proposals that were imposed and starts introduced to and become familiar with terms such as: mission, vision , objectives , goals , strategies , but mostly starts with a culture of planning. Thus, the Ecuadorian state, the Ecuadorian Air Force, and specifically the Department of Information Systems and Communications FAE require you to have a strategic planning that allows technological development according to the progress of technology at global and national level.
