Sumario:This thesis was developed in order to promote rural tourism and sustainable use of tourism resources in the rural parishes of San Isidro and Charapotó by developing a strategic plan of tourism that would allow these communities to have a planning tool for establishing actions and achieving rural tourism as an alternative local development and improve the quality of life of these communities. To achieve the proposed methodology three phases were applied, the first of these consisted of a characterization of both parishes, internal and external diagnosis, identification of environmental impacts, determine the tourism potential of useful resources, tourist inventories, SWOT; this diagnosis allowed to determine that poor tourism planning is the main weakness of both parishes; then as a second stage the strategic plan was developed, establishing the mission, vision, strategic objectives, eight programs and eighteen projects. Finally the evaluation parameters that allow tracking and monitoring compliance with various programs and projects were established; this way developed throughout the research process was concluded that the lack of basic and tourism services, poor condition of access roads to tourist resources, poor and in some cases signaling, untrained personnel, insufficient tourism promotion null are several of the consistent failures of poor tourism and regional planning which have prevented developing rural tourism in these parishes despite its tourism potential.
