Tag hinzufügen | Zusammenfassung: | Participatory planning requires citizen and inter-institutional cooperation and collaboration at the time of elaboration of the local Territorial Development and Planning Plan, subject to the National Development Plan, and the systematization of projects, programs and works that, based on the planning, are executed, in order that in the annual budgets they are executed, under constant supervision of the instances of citizen participation and supervision of the collegiate body, therefore the present investigation has as objective to evaluate the budget affectation for the effective development in the participatory planning of the Cantonal GAD of Pichincha, period 2019 to 2021, through the inductive, deductive and analytical method, with which the theoretical foundations were studied to determine the participatory planning of the Pichincha canton, collect data and break down the elements of planning and budget analysis, with the tools such as interviews, surveys and budgetary indicators, which finally led to the determination that the initial planning of the local Territorial Development and Planning Plan, was not fully complied with, that the budgeted affectation in the instances of citizen participation prioritized other programs, works and projects, leaving without effect such important works for the development of the canton such as the Pichincha with a human face, Pichincha agro-livestock, tourist Pichincha and mobility and cantonal transit programs, together it is concluded that the budgeted fluctuations during the study period if compliance effective in the development of the participatory planning of the GAD of the Pichincha. |
