El terrorismo y los límites del poder
Frente al desafío terrorista hay que rechazar dos extremos indeseables: la impunidad y la arbitrariedad. El antiterrorismo debe conjugar dos elementos: severidad y legalidad para evitar que la justicia se convierta en venganza nacida de la indignación.
