Izvleček:  In the context of the COVID-19 pandemic, an infectious disease linked to environmental deterioration, this article analyzes the Ecuadorian public policies on climate change as a guarantee of the human right to a healthy environment, through documentary research based on the behaviorist theory of public policies. The deductive method and the documentary analysis technique were used. Ecuador has incorporated regulations on the adaptation and mitigation of climate change, and has implemented plans and programs to eliminate greenhouse gases. However, environmental policy requires state attention, generating investment in environmental matters for national financing (public-private). The strategic health sector requires a budget in order to guarantee the right to a healthy and ecologically balanced environment.
