要約:The purpose of this paper is to show, through a comparative analysis, the participation of LGBTI groups in the change that has taken place regarding public policies focused on this social group in Ecuador, based on the constitutional framework generated in 2008. Making use of the conceptual and methodological categories of temporality, beliefs and subsystems presented by the Advocacy Coalition Framework to explain the generation of government plans and their real applicability to the national context. The idea developed is that the lack of institutionality in the country has prevented a true scope of the different public policies developed and describes how the process of political participation of LGBTI organizations has been since the decriminalization of homosexuality in 1997 until the approval of equal civil marriage in 2019.
