Derechos de las personas con discapacidad en la legislacion Ecuatoriana”

This reaearch project has the purpose of designing a communication system to prevent motor vehicle accidents, because there is a high index in the transit accident rate at the Ambato-Riobamba road. The present research work entitled “RIGHTS OF PEOPLE WITH DISABILITIES IN ECUDORIAN LEGISATION”, focuses on a critical study on their fulfillment in the Institutions of Higher Education, Prefecture of Riobamba city, since it is a vulnerable group that, throughout history have been objects of discrimination by social circle, thinking that they are not useful to perform any activity. It is fundamental the contribution of the society to project their needs, take care of them and make them feel useful, improve public policies for an inclusion and protection of this vulnerable group, so in this way, this work is developed in two units, publicizing the concept of a person with a disability, his/her importance an influence in the society and punctuate their rights established in the Constitution to avoid their isolation and improve their quality of life. From this, despite being guaranteed in the Constitution, it is not possible to fully accomplish with the legal norm, instead, there is infringement of rights, political, social and economic factors; taking into account the responsibility of the State, society and the family for the full inclusion of people with special abilities without put their obligations aside.
