總結: | This thesis addresses a problem that has been plaguing us for many years: the marketing of hydrocarbon derivatives, liquefied petroleum gas, and biofuels, especially in the northern and southern border areas, through legal and illegal crossings. The classification of these crimes was established in 2007, with the reform of the Penal Code, which was then in place during the presidency of economist Rafael Correa. Reforms were also made to the Hydrocarbons Law, with the aim of curbing the smuggling of these derivatives, especially in border areas. This investigation is being conducted primarily in the city of Tulcán, which, due to its geographical location, is the main border area in northern Ecuador. The majority of unemployed people, or perhaps those with temporary jobs, have found it necessary to dedicate themselves to the sale of fuel with neighboring Colombia, earning a minimal daily income, without considering the risks they face, including being arrested and tried for hydrocarbon offenses and being sentenced to imprisonment. |
