Elaboración del Plan Estratégico Institucional del Gobierno Autónomo Descentralizado Municipal del Cantón Saraguro, Periodo 2014-2018

This research work entitled " Development of the Institutional Strategic Plan of the Autonomous Government of the canton Municipal Decentralization Saraguro period 2014-2018 " analyzes the existing problems in the municipality due to the lack of real planning , generating many territories years with low levels of development . In this context, the Municipality to develop their performances used as management tools Cantonal Development Plan and Annual Operating Plans POA. However, do not have other important tools such as the Institutional Strategic Plan PEI, allowing make more effective institutional performance , optimization of available resources , the realization of efficient management and active coordination between levels of the institution . As mentioned above, the object of the research is to strengthen public administration through a proposed strategic plan; it will allow better performance and more local development, as it clearly defines the lines of action to follow. In addition, this considers important features like ; the institutional vision and mission , clearly defined objectives according to the SWOT , the same reality that analyzes the internal and external context of the Municipality, strategies linked to the guiding element of the institution , and especially , programs and projects to ensure compliance effective system of powers referred to in the Constitution and COOTAD.
