So that special education remains for most of these people, only an isolated education for blind, deaf and intellectually disabled. In accordance with Rule 179 of the Rules of Special Education which establishes the obligation of schools to receive them, although their programs, teachers and physical plants are not able to offer a functional curriculum, flexible to fulfill the right stipulated under education for all.
