Summary:This research analyzes the Factors that affect the English language teaching-learning process in Ecuadorian public high schools during a six-month period in five different public high schools located in the city of Guayaquil. The study started by analyzing the deficiencies in the process of instructional competence, classroom conditions, as well as characteristics of in-service English teachers, and technological innovations which limit the impact obtained in public high school education. An analysis of the teachers’ competence and performance not only tests the knowledge of the language, but also the skills and attitudes. The method of this research was descriptive, with clear documentation, based on observation and survey; population included teachers, and students. The observation sheet considered fifteen ‘on-site’ classes throughout the study which detected these deficiencies during the development of the classes. This research aims to redirect the traditional teaching-learning system in public high schools which will positively contribute to their future professionalism development. This research’s main conclusion according the observed classes was that the students had a low level of English Language Proficiency.
