The present work is focused on an analysis of the incidence of cooperation between China and Ecuador related to the change of the Ecuadorian energy matrix, the PRC during the last three decades has significantly transpired in the region, these links began at the end of 1990s with the visit of Chinese President Hu Jintao to various Latin American countries and to the Asia-Pacific Economic Cooperation Forum held in Chile in 2004, the highest level of bilateral trade between China and Latin America was in The years 1999 and 2008 in which they increased approximately twelve times and reached 150 billion dollars through South-South Cooperation (China-Latin America). Since the visit of the President of China Hu Jintao, international cooperation in Ecuador has been strengthened and President Rafael Correa, through Executive Decree 699, of October 30, 2007, carries out a restructuring of the international cooperation system and creates the Ecuadorian International Cooperation System (SECI), but in October 2010 the name of the AGECI was changed to that of the Technical Secretariat for International Cooperation (SETECI), attached to the Ministry of Foreign Affairs and Human Mobility, with the objective of strengthening the mission of international cooperation by The predominance and nature of international relations of States, international agencies and agencies. With these changes began to work in foreign policy through the Ministry of Foreign Affairs and Human Mobility establishing diplomatic relations and opening doors to attract foreign direct investment and international cooperation, with the visit made by President Rafael Correa in 2007 to the People's Republic China, aimed at affirming the process of bilateral and multilateral cooperation and the bonds of friendship between peoples and States, this visit led to the strengthening of south-south cooperation between China and Ecuador, which resulted in financing through cooperation for the Construction of the flagship projects in the energy sector, thus China being the main investor for the implementation and implementation of these clean energy generation projects friendly to the environment and beneficial to the country.
El presente trabajo está enfocado en un análisis de la incidencia de la cooperación entre China y Ecuador relacionada con el cambio de la matriz energética ecuatoriana, La República Popular China durante las últimas tres décadas ha trascendido significativamente en la región, estos vínculos comenzaron a finales de 1990 con la visita del Presidente chino, Hu Jintao, a varios países de América Latina y a la cumbre del Foro de Cooperación Económica Asia-Pacífico que se celebró en Chile en el año 2004, el mayor nivel de comercio bilateral entre China y Latinoamérica fueron en los años 1999 y 2008 en los que aumentaron aproximadamente doce veces y llegaron a 150 mil millones de dólares mediante la Cooperación Sur- Sur (China-Latinoamérica). Desde la visita del Presidente de China Hu Jintao la cooperación Internacional en Ecuador tomó fuerza y el presidente Rafael Correa mediante Decreto Ejecutivo 699, del 30 de octubre de 2007, realiza una restructuración al sistema de cooperación internacional y se crea el Sistema Ecuatoriano de Cooperación Internacional (SECI), pero en octubre de 2010 se cambia el nombre de la AGECI por el de Secretaria Técnica de Cooperación Internacional (SETECI), adscrita al Ministerio de Relaciones Exteriores y Movilidad Humana, con el objetivo de confortar la misión de la cooperación internacional por el predominio y naturaleza de las relaciones internacionales de los Estados, las agencias y organismos internacionales. Con estos cambios se comenzó a trabajar en política exterior mediante el Ministerio de Relaciones Exteriores y Movilidad Humana estableciendo relaciones diplomáticas y abriendo puertas para atraer inversión extrajera directa y cooperación internacional, con la visita que realizó el presidente Rafael Correa en el 2007 a la República Popular China, tuvo como propósito afirmar el proceso de Cooperación bilateral y multilateral y los lazos de amistad entre los pueblos y Estados, esta visita conllevó al fortalecimiento de la cooperación sur-sur entre China y Ecuador lo que dio como resultado el financiamiento mediante cooperación para la construcción de los proyectos emblemáticos en el sector energético, siendo así China el inversionista principal para la ejecución y puesta en marcha de estos proyectos de generación de energía limpia amigable con el ambiente y beneficiosa para el país.
