Políticas, normativa nacional y encuentros binacionales de Colombia y Ecuador para la protección social de mujeres y niñas/os colombianos refugiados en Ecuador

Description

The Colombian internal armed conflict has led to human rights violations and the violent displacement of thousands of Colombians to Ecuador. From 2008, human mobility in our country takes a new orientation, guaranteeing the refugees the same rights as the Ecuadorians. Ecuador has 44,962 Colombian refugees, of whom half are women and one third are girls / boys. These priority groups in Ecuador have differential treatment in their protection. The Ecuadorian Government has implemented programs such as "cities of solidarity" and "solidarity frontiers" with international organizations such as UNHCR, with a focus on the local integration of their Refugees. Colombia has the "LAW OF VICTIMS AND RESTITUTION OF LANDS" (1448), however, for refugees their reparation is limited to certain measures only. Another option is voluntary return, which is not attractive because of the internal conflict in Colombia.
El conflicto armado interno colombiano, ha provocando violaciones de derechos humanos y el desplazamiento violento de miles de colombianos a Ecuador. A partir del 2008, la movilidad humana en nuestro país toma una nueva orientación, garantizándoles a los refugiados los mismos derechos que a los ciudadanos ecuatorianos. El Ecuador hasta el 2015, contó con 44.962 colombianos refugiados, de estos la mitad son mujeres y la tercera parte niñas/niños. Estos grupos prioritarios en Ecuador tienen un trato diferencial en su protección. El Gobierno ecuatoriano ha puesto en práctica con organismos internacionales como ACNUR, programas como “ciudades solidarias” y “fronteras solidarias”, apostando a la integración local de sus Refugiados. Colombia posee la “LEY DE VÍCTIMAS Y RESTITUCIÓN DE TIERRAS” (1448),sin embargo, para los refugiados su reparación se limita solo a ciertas medidas. Otra opción es el retorno voluntario, el cual no es atractivo por el conflicto interno que vive Colombia.
