¿Cómo justificar el desequilibrio administrativo y presupuestario en el Ecuador en años pasados? La inconsistencia de los anteriores regímenes políticos involucra a distintas tendencias administrativas o modos de gestión pública, en el aspecto de la distribución equitativa del Presupuesto General del Estado y el gasto de obras públicas. La administración económica frente al Presupuesto General del Estado se fomenta y regula por dos vialidades. La primera, es la administración económica que, tanto la Constitución como el ordenamiento jurídico de un Estado, lo respalda; y, por otro lado, se encuentra las decisiones administrativas tomadas por miembros de la Función o Poder Ejecutivo y la ciudadanía en su respectivo nivel de gobierno, por medio de debida planificación presupuestaria. Olvidándose de la incorporación del presupuesto participativo dentro de un Estado Social de Derechos.
How can we justify the administrative and budgetary imbalance in Ecuador? The inconsistency of political regimes involves different administrative trends or modes of governance, with respect to equitable distribution of the General State Budget and public works spending. Economic management against the General State Budget is encouraged and regulated by two roads. The first is the economic administration that both the Constitution and the law of a State support; and the second, the administrative decisions taken by members of the Executive Power or Function Committee in their respective mandate, through proper budgetary planning. Disregards the incorporation of participatory budgeting within a Social State of Rights.
