One of the main paradigms of Public Administration is the development and structure of a bureaucratic model (bureaucracy) that is capable of fulfilling its role in the cycle of public policies, understood as a kind of definition. of what the State decides or not to do. The effects of the political cycle, the evolution of needs and the permanent changes of actors are examples of environmental factors that affect the bureaucracy both in its structure and in its operation, reasons for which it is necessary to determine a base of particularities that guide and allow giving conceptual and operational coherence to the model. Based on the bibliographic review on the subject, three levels of characteristics have been structured, which, acting interdependently, allow the bureaucratic model to become a tool that supports and encourages development reflected in the successful implementation of public policies.
Uno de los principales paradigmas de la Administración Pública constituye el desarrollo y estructura de un modelo burocrático (burocracia) que se encuentre en capacidad de cumplir a satisfacción el rol que le corresponde en el ciclo de las políticas públicas, entendidas éstas como una suerte de definición de lo que Estado decide o no hacer. Los efectos del ciclo político, la evolución de las necesidades y los permanentes cambios de actores son ejemplos de factores del entorno que afectan a la burocracia tanto en su estructura como en su funcionamiento, motivos por los cuales se necesita determinar una base de particularidades que orienten y permitan darle coherencia conceptual y operativa al modelo. A partir de la revisión bibliográfica referente al tema se ha procedido a estructurar tres niveles de características, que actuando de manera interdependiente, permiten al modelo burocrático convertirse en una herramienta que apoye y fomente el desarrollo reflejado en la implementación exitosa de las políticas públicas.
