The current thesis seeks to demonstrate the significance of higher education and its role in Ecuadorian development. It uses comparative study between two countries: Ecuador and Chile. Ecuador is the country under study that has changed and strengthened its higher education system since 2007 due to the radical changes in the government. Moreover, Chile was chosen due to its recognition of the educational system quality. In this way, this investigation presents strong facts that support the relationship between tertiary education, economic development and economic growth. Specifically, it focused on institucional structure, system quality and total social expenditure. Lastly, the results show that the returns of higher education are very important for Ecuadorian progress at all levels. The use of parallelism is the key to obtain conclusive results based on strong arguments.
