The objective of this minor thesis was to evaluate the state of public transport in Ibarra, a city in the North of Ecuador, with an emphasis on the management scheme and arrangement of responsibilities among stakeholders. To do so, interviews to key stakeholders and field observations were made. Through the identification of issues it has been possible to and to seek possible scenarios for improvement. A positive and unexpected outcome was found where self-regulation from the private service providers produced a series of changes that have significantly enhanced the system. However, other issues persist and the possibilities to change them regard in the Council assuming further responsibilities over planning, regulation, funding, control and operation of public transport in this City.
El objetivo de esta tesis fue evaluar el estado del transporte p?blico en Ibarra, una ciudad al norte de Ecuador, con un ?nfasis en su esquema de manejo y la estructura de responsabilidades entre los principales involucrados. Para esto, se realizaron entrevistas a los personajes principales as? como observaciones de campo. A trav?s de la identificaci?n de problemas, fue posible identificar escenarios probables para mejor?as. Durante la investigaci?n, un resultado positivo e inesperado fue encontrado, donde la autoregulaci??n desde los proveedores del sector privado produjo una serie de cambios que mejoraron significativamente el sistema. Sin embargo, otros problemas persisten y las posibilidades de que se los supere podr?an estar ligadas a que Gobierno Local de la ciudad asuma nuevas responsabilidades sobre la planificaci?n, regulaci?n, financiamiento, control e inclusive, operaci?n del transporte p?blico en esta ciudad.
