This paper describes the weak systems of communication in the Region 5 of Ecuador. The objective of this research was to find and study the community media that there are in the area, using quantitative and qualitative methodologies. The results show that from a communicative perspective, the population is largely isolated and must endure a communication structure which is both poor and vulnerable to external influences that in turn enforce the inequality of media access. In the meantime, the presence of so-called ?Voces del Techo? or ?Voices from the rooftops? (speaker systems which are spread through communities) emerge as resistance to at least access the basic information that concerns and defines them as a group. For the moment, Community Radio Stations are only a dream and hope for the future in the region which will only be archived if and when the recent Law of Communication is able to situate the citizen as a principal actor at the forefront of communication. This paper provides the first data that correspond to the quantitative research.
El presente trabajo describe el d?bil sistema comunicativo de la Regi?n 5 de Ecuador. El objetivo de esta investigaci?n ha sido buscar y estudiar los medios comunitarios que hay en la zona, a trav?s de una metodolog?a cuantitativa y cualitativa. Los resultados muestran que desde un punto de vista comunicativo, la poblaci?n sufre un gran aislamiento mientras soporta una estructura de comunicaci?n escasa y vulnerable que, a su vez, potencia la desigualdad en el acceso a los medios de comunicaci?n. Mientras tanto, las denominadas Voces del Techo surgen como resistencia para acceder a la informaci?n b?sica que les relaciona y les constituye como grupo. Las Radios Comunitarias, por el momento, solo son un anhelo y una esperanza de futuro en la regi?n, siempre y cuando la reciente Ley Org?nica de Comunicaci?n logre, como pretende, situar al ciudadano en el primer plano de la comunicaci?n como actor protagonista. En este art?culo se ofrecen los primeros datos que corresponden a la investigaci?n cuantitativa.
