Impacto de la Decisión 399 de la CAN en la gobernanza del municipio de Tulcán, Ecuador (Tema Central)

The Andean Community (CAN) adopted, back in 2012, an assembly of regulations to facilitate commercial transport at the under-regional level as well as the integration of its territories. One of these regulations is Decision 399, regarding international transport of merchandise via ground roads. The objective of this research was to analyze the situational status of merchandise flow, heavy cargo transport and the social-economic impact of Decision 399 on the governance of the municipality of Tulcan. The methodology involved was non-experimental, cross-sectional, descriptive, and the technique involved was the survey, as well as a randomized non-probabilistic sample. The study showed that 2 457 people were unemployed and 9 818 had their income affected upon implementation of this Decision on the heavy transport sector, as well as others also associated to this economic activity.
La Comunidad Andina de Naciones (CAN) adoptó en 2012 un conjunto de normas para facilitar el transporte del comercio subregional y la integración de sus territorios. Una de ellas es la Decisión 399, referida al transporte internacional de mercancías por carreteras. La investigación tuvo como propósito analizar el estado situacional del flujo de mercancías, el transporte pesado de carga y el impacto socioeconómico de la Decisión 399 en la gobernanza del municipio de Tulcán. La metodología empleada fue no experimental, transversal, descriptiva, y se utilizó como técnica la encuesta y una muestra aleatoria no probabilística. El estudio permitió evidenciar que 2457 personas quedaron desempleadas y 9818 sufrieron afectaciones en sus ingresos a causa de la implementación de la Decisión en el sector del transporte pesado y de los sectores vinculados con esta actividad económica.
