En el presente trabajo de investigación se analizará el nivel de participación ciudadana en el ejercicio de la figura jurídica denominado Silla Vacía, en los Gobiernos Autónomos Descentralizados Parroquiales rurales del Cantón Cuenca durante el año 2017, para ello se realizó un estudio en las 21 parroquias rurales del Cantón a través de encuestas a la ciudadanía, como también a los presidentes y vocales de cada parroquia, contrastando con información proporcionada por las administraciones parroquiales, de acuerdo a la normativa vigente en el país. La investigación realizada dio como resultado que existe desconocimiento en la población, debido a la falta de socialización y difusión del ejercicio de la silla vacía por parte de las principales autoridades parroquiales, lo que ha conllevado al desinterés ciudadano en la participación y toma de decisiones en asuntos de interés colectivo y por otra parte la falta de normativa que regule el mecanismo de participación.
"The present research work will analyzed the level of citizen participation in the application of the legal figure called Empty Chair, in the Autonomous Decentralized Rural Parish Governments of Canton Cuenca, during the year 2017, designed a study was supported out in the 21 parishes rural areas of the Canton through citizen surveys, as well as the presidents and members of each parish, contrasting the information provided by the parish administrations, in accordance with the regulations command in the country. The research carried out resulted in the lack of knowledge in the population, due to the lack of socialization and dissemination of the exercise of the empty chair by the main parish authorities, which has headed to citizen disinterest in participation and decision-making in matters of collective awareness and on the other hand the lack of regulations governing participation mechanism. "
