Análisis del territorio hidrosocial de la ciudad de Cuenca-Ecuador

Este trabajo de investigación analiza la problemática de la ciudad bajo la categoría de territorio hidro social. Mediante el uso de mapas se realiza una lectura de la ciudad de Cuenca para comprender como el líquido vital (agua), se articula con el territorio, la sociedad y el Estado. A través de interpretaciones cartográficas del territorio de la ciudad de Cuenca que identifica: configuraciones espaciales, instituciones, flujos de agua, tecnología hidráulica y el entorno biofísico que gira alrededor del control del agua. Por último, se realiza un análisis crítico del discurso (ACD) del Plan de Ordenamiento Territorial de Cuenca del año 2015, y se lo compara con el territorio hidro social visto como una fuerza de producción y una relación social utilizando como base la cartografía. A manera de conclusión se propone que el discurso del Plan de Ordenamiento Territorial se distancia del discurso eco centrista del Estado que se expresa en la actual Constitución, dejando de ser equitativo y multiescalar.
This research work analyzes the problems of the city under the category of hydro- social territory. Through the use of maps, a reading is made of the city of Cuenca to understand how the vital liquid (water) is articulated with the territory, society and the State. Through cartographic interpretations of the territory of the city of Cuenca that identifies: spatial configurations, institutions, water flows, hydraulic technology and the biophysical environment that revolves around the control of water. Finally, a critical analysis of the discourse (ACD) of the Territorial Planning Plan of the Basin of 2015 is carried out, and it is compared with the hydro-social territory seen as a production force and a social relation based on cartography. By way of conclusion, it is proposed that the discourse of the Territorial Ordering Plan distances itself from the eco-centric discourse of the State that is expressed in the current Constitution, ceasing to be equitable and multiscale.
