Propuesta de un modelo de gestión administrativa para la Dirección General Académica de la Universidad Central del Ecuador.

La Universidad Central del Ecuador, es una institución reconocida a nivel superior en el país, para su mejor funcionamiento ha creado varias unidades de apoyo académico, financiero, administrativo. La unidad de estudio representativo que coadyuva a la eficiencia de la Alma Mater es la Dirección General Académica (DGA), su función es la de asesoría y coordinación al resto de unidades académicas, por lo cual ha sido motivo de investigación y análisis en el presente documento. La Dirección General Académica para mejorar busca la excelencia, dejando de lado el cansancio, la monotonía, coordinando en procura del bienestar de las unidades académicas a su cargo (asesoría y coordinación), ha buscado introducir un elemento como es el factor intelingencial con el apoyo de 5 pasos de enfoque en la mejora continua, que identifiquen rápidamente lo obscuro, monótono y lo convierten en acciones de interés para mejorar el bienestar del personal dentro de la DGA y hacia el resto de unidades. Para mejorar el funcionamiento de la Dirección General Académica, la presente propuesta ha planeado proyectar un Modelo de Gestión Administrativa para todas y cada una de las gestiones de la dirección, basando en la teoría de restricciones (TOC), a través de 5 pasos para enfocar el proceso de mejora continúa, como son: la identificación de las limitaciones en el interior de la unidad, planificar como explotar las limitaciones en la forma de apoyar y coordinar, la subordinación de todo lo demás a la decisión anterior, la elevación de las restricciones de asesoría y coordinación a las demás dependencias de la UCE y si se han logrado sobreponer las limitaciones, se deberá volver al primer paso para diagnosticar y mejorar la unidad. Cabe recalcar que de la aptitud y actitud que el personal de la DGA tenga dependerá el éxito de las gestiones de la misma.
The Central University of Ecuador is a recognized institution of the country at the highest level. In order to function properly, it has created several academic, financial and administrative support units. The study representative unit that contributes to the efficiency of the Alma Mater is the General Academic Board (DGA). Its role is to provide guidance and coordination to the rest of the academic units, which has been the chief motive of research and analysis in this document. The General Academic Board aims to achieve excellence putting aside fatigue, monotony, and coordinating to ensure the welfare of the academic units at its charge (guidance and coordination). It has looked to introduce an element as the intelligent factor with the help of 5 steps approach in the continuous improvement that quickly identifies the obscure and monotonous and transform it into relevant activities to improve the welfare of the personnel within the DGA and towards the rest of the units. To allow the General Academic Board to function in an enhanced manner, this current proposal plans to design an Administrative Management System for each and every one of its operations basing on the theory of constraints (TOC) through a 5 steps approach for the continuous improvement process. They are: identifying the limitations within the unit, plan how to take advantage of the limitations in form of support and coordination, subordination of everything else to the previous decision, elevation of the guidance and coordination restrictions to the rest of the departments of the UCE and if they have achieved to overcome the limitations, the first step will be reapplied to diagnose and improve the unit. It should be noted that the aptitude and attitude of the DGA personnel will depend on the success of the operations of the same.
