La Parroquia La Libertad, es un sector muy representativo por su naturaleza, identificado por muchos paisajes maravillosos, abundancia en flora y fauna, todos estos factores juntos contribuyen a que este lugar se dirija hacia el éxito. Esta parroquia está localizada en la parte central de Carchi, está considerada como área turística, por su variedad de naturaleza, magníficos paisajes y un excepcional legado cultural que son parte de una gran ventaja competir en el mercado del turismo. Se efectuó una investigación detenidamente con la finalidad de encontrar factores que perjudique y beneficien a la parroquia, es decir factores internos; los cuales pueden ser controlados, y los factores externos; los cuales no pueden ser controlados pero se puede eludir. La Parroquia La Libertad, durante mucho tiempo ha llevado una planificación estratégica desactualizada y cuenta por el momento con un equipo tecnológico obsoleto, por lo que es indispensable que se implemente la nueva planificación estratégica que se da como propuesta en el presente trabajo realizado.
La Libertad parish is land represent by its nature, identified by wonderful landscapes, abundance in flora and fauna, and together all these elements contribute guiding this place into success. This parish is located in the central part of Carchi and is considered as a touristic area because of its impressive surroundings and cultural legacy, which also work as an enormous advantage when competing in the tourism market. A research was done in order to identify the elements that either affect or benefit the parish; internal factors that can be controlled and external factors, which cannot be controlled but avoided. La Libertad parish has had a strategic planning for a long time and now has an obsolete technological equipment, reason why it is important the new strategic planning be implement that comes as a result of the current work.
