La presente tesis contiene el desarrollo de un manual por procesos específicamente en el Sub Proceso de Compras Públicas que es parte fundamental en la consecución de los objetivos como Gobierno Autónomo Descentralizado Intercultural y Plurinacional de Cayambe; donde se aplicó la metodología de investigación histórica recabando información en Cayambe, identificando su etnohistoria, origen, clima, población y características principales. Posteriormente se aplicó la metodología de la investigación inductiva iniciando con un concepto pre ambular de todo el ámbito Administrativo constituidos con conceptos básicos, hasta llegar a la investigación metodológica deductiva y terminando específicamente en la caracterización de procesos dentro del Sub Proceso de Compras Públicas. Parte importante para levantar información se realiza con los estudios exploratorios en su inicio dentro del Gobierno Autónomo Descentralizado Intercultural y Plurinacional GADIPC, debido a la inexistencia de un manual por proceso en la Dirección de Compras Públicas. La recopilación de información se aplicó la metodología descriptiva, el análisis correspondiente del estado situacional de los procesos actuales, donde se entrevistó a sus miembros del proceso y para verificar la validez de la información obtenida se comparó con fuentes de información secundarias, en donde para su análisis se realizó, su revisión, se editó y corrigió con respaldos como gráficos, números y letras. Se propuso un Manual al Proceso de Compras Públicas, que permita un desarrollo eficiente dentro de la gestión municipal, recomendando a las autoridades del Gobierno Autónomo Descentralizado del Municipio de Cayambe, que la aplicación como un instrumento de apoyo fundamental para la consecución de sus objetivos.
This thesis contains the development of a procedure manual specifically for the Public Procurement Process, which is the main part for achieving the objectives as Decentralized Autonomous Intercultural and Multinational Government of Cayambe, where this historical research methodology was applied by gathering information, identifying its ethnohistory, origin, climate, population and main characteristics. Subsequently, the methodology of inductive research was applied starting with a pre-initial concept of the whole administrative area constituted with basic concepts, then the deductive methodological research and ending specifically with the characterization of processes within the Public Procurement Process; as an important part information was collected from the exploratory studies made from the beginning within Decentralized Autonomous Intercultural and Multinational Government, GADIP due to the lack of a procedure manual available at the Directorate of Public Procurement. Collection of information was made applying the descriptive methodology, the corresponding analysis of the situational panorama of the current processes, where several of the members involved in the process where interviewed and to verify the validity of certain information, it was compared with secondary sources of information and to perform an analysis, a review, edition an correction was made using backups such as graphics, numbers and letters. The procedure manual proposed to the Public Procurement will be used to allow an efficient development within the municipal administration, recommending its implementation to the authorities of the Decentralized Autonomous Intercultural and Multinational Government of Cayambe as a fundamental support tool to achieve their objectives.
