La serie de eventualidades que surgen a raíz de los accidentes de tránsito, son susceptibles de análisis y estudio, todos los ciudadanos sabemos y hablamos de los accidentes de tránsito, pero hasta ahí llega el conocimiento, sin embargo es importante analizar lo que existe más allá de un accidente de tránsito, involucrarnos en un espacio donde se pueda saber lo que pasa con la víctima y con el infractor, aunque la ley nos indica las sanciones, en este caso nos enmarcamos en lo que implica la acción penal, de manera más específica lo que amerita estudio es la aplicación del Art.170 de la Ley Orgánica de Transporte Terrestre Tránsito y Seguridad Vial, para ello es importante investigar y detallar lo que significa la extinción de la acción penal según el artículo antes mencionado, abarcando un punto de vista jurídico, económico, social y cultural.
The series of eventualities that arise from a traffic accident are susceptible to analysis and studies. Every citizen Knows and talks about traffic accidents, but that is as far as Knowledge goes; nevertheless, it is important to analyze that which exists beyond a traffic accident. We need to get involved in a space where we can Know what happens to the victim and the offender althougt the law explains the due sanctions. In this case we will focus on the legal process impied. Specifically, the subject of this study is Art. 170 of the Organis Law of Land Transportation, Traffic and Road Safety; for this reason it is important to investigate and detail the meaning of extinction of extinction of penal action according to the after mentioned article, covering a legal, economic, social and cultural point of view
