El estudio se basó en la teoría de James Harrington como es el MEJORAMIENTO DE LOS PROCESOS DE LA EMPRESA y en la propuesta presentada por la Ing. Mary Saltos MBA., definida como MODELO DE ORGANIZACIÓN POR PROCESOS PARA LA DIRECCIÓN GENERAL DE ADMINISTRACIÓN Y FINANZAS DE LA ARMADA DEL ECUADOR, por medio de esta, demostrar que al efectuar un mejoramiento de los procesos en el Área Administrativa de la Unidad Educativa “2 de Agosto” de Cutuglagua, se obtiene información administrativa objetiva, confiable y en menor tiempo, lo que permite de una manera eficiente el proceso de toma de decisiones. En el primer capítulo se expresa las GENERALIDADES de los partícipes en la presente investigación, partiendo de lo macro de las instituciones competentes como lo es el Ministerio de Educación, con sus objetivos, políticas y estrategias para llegar a entender sus motivos en la descentralización y desconcentración de autoridad y responsabilidad; como un breve resumen de la Unidad Educativa “2 de Agosto” de Cutuglagua, en las resoluciones que están inmersas en ella y su reglamento interno. En el segundo capítulo se expresa el DIRECCIONAMIENTO POR PROCESOS, donde se estipula el enfoque por proceso y la gestión que se utiliza en el estudio realizado. En el tercer capítulo se desarrolla el LEVANTAMIENTO, ANÁLISIS Y MEJORA DE LOS PROCESOS donde se demuestra las técnicas, herramientas, análisis y propuesta de mejora de los procesos. Finalmente en el cuarto capítulo se señala las CONCLUSIONES Y RECOMENDACIONES, en la que se exponen los resultados relevantes que genera la investigación.
The study was based on the theory of James Harrington as improving business processes and the proposal submitted by the Ing. Mary Saltos MBA., Defined as ORGANIZATION MODEL PROCESS FOR THE DEPARTMENT OF ADMINISTRATION AND FINANCE THE NAVY OF ECUADOR, through this, to make that improvement of the processes in the administrative area of the Unidad Educativa 2 de Agosto of Cutuglagua, objective, reliable and less time on administrative information is obtained, allowing in an efficiently the process of the decision making. In the first chapter is expressed the GENERAL characteristics of the participantsin this research, on the basis of the macro from the relevant institutions such as the Ministro de Educacion, with its laws, goals and organization chart to understand their motives of decentralization and devolution of authority and responsibility; well, a brief summary of the Unidad Educativa 2 de Agosto of Cutuglagua, resolutions that are immersed in it and its rules of procedure. In the second chapter by PROCESSES ADDRESSING, where the approach and management process used in the study provides it is expressed. In the third chapter the SURVEY, ANALYSIS AND IMPROVEMENT OF THE PROCESSES in which the techniques are demonstrated, tools, analysis and proposal process improvement study develops. Finally in the fourth chapter the CONCLUSIONS AND RECOMMENDATIONS stated in the relevant research results generated presented.
