El Manual de Procedimientos Administrativos diseñado para el Colegio Fiscal Ismael Proaño Andrade, se orienta a generar soluciones a los problemas que se encuentren en el área administrativa, a la vez que procura ser un instrumento que guíe, transparente y controle las actividades que se realizan en la Comunidad Educativa, evitando la pérdida de tiempo y de los recursos asignados por el Estado a través de su presupuesto, esto con el objetivo de alcanzar los actuales estándares de gestión educativa dispuestos por el Ministerio de Educación. La tesis consta de 4 capítulos, en el primero se analiza el marco teórico que permitió elaborar la propuesta, en el segundo se realiza un diagnóstico situacional, en el tercero se diseña la Propuesta de Manual de Procedimientos Administrativos, adicionalmente en este mismo capítulo se recopilan las funciones de los servidores en un manual, el capítulo final corresponde a las conclusiones y recomendaciones, que dan cuenta de la importancia y gran ventaja que tiene la aplicación de un Manual de Procedimientos en las Instituciones Educativas.
The Administrative Procedures Manual designed for the public high school Ismael Proaño Andrade, aims to generate solutions to problems related to the in administrative area, while seeking to be an instrument to guide, transparent and control the activities carried out in the educational community, avoiding the waste of time and resources assigned by the state through its budget, this in order to meet current Standards for Educational Management prepared by the Ministry of Education (Ministerio de Educación). The thesis consists of four chapters; in the first one is analyzed the theoretical framework that allowed us to develop the proposal, in the second one a situational diagnosis is made, in the third one the Proposed Administrative Procedures Manual is designed, further in this chapter the functions of the server are collected in a manual, the final chapter corresponds to the conclusions and recommendations, which realize the importance and great advantage of applying a Procedures Manual in Educational Institutions.
