En la actualidad tanto la constitución como las diferentes leyes otorga competencias y atribuciones a los GAD’S, la parte vital para que todo funcione es la parte administrativa; en el presente trabajo nos centraremos en el manejo y control de bienes Públicos del GAD Parroquial Rural de Lloa. Se identificaron cuatro procesos claves sobre los bienes, siendo estos los siguientes: Adquisición, Inventarios de Bienes, Mantenimiento y Administración de Bienes. Dentro de estos procesos fundamentales se establecieron seis subprocesos, a los cuales se delegaron los actores con sus responsabilidades, utilizando las herramientas metodológicas sugeridas para tal efecto. Con la propuesta de esta metodología se establecerá un modelo de gestión moderno, práctico y eficaz para la administración y control de sus bienes, que le permita alcanzar estándares óptimos de seguridad y de precautelar la correcta y adecuada utilización de los mismos, generando con esto un mejor manejo, tiempo de mejora de respuesta en los diferentes procesos y un ahorro de recursos tanto humanos, operativos y por ende financieros.
At present both the constitution and the different laws grant powers and attributions to the GAD'S, the vital part to make everything work is the administrative part; in the present work we will focus on the management and control of Public Goods of the Parish Rural GAD of Lloa. Four key processes on the assets were identified, these being the following: Acquisition, Inventories of Goods, Maintenance and Administration of Goods. Within these fundamental processes were established six subprocesses, to which the staff was delegated with their responsibilities, using the suggested methodological tools for that purpose. With the proposal of this methodology, a modern, practical and efficient management model will be established for the administration and control of its assets, allowing it to reach optimal safety standards and to ensure the correct and adequate use of them, better management and improvement of response time in the different processes and savings of human, operational and therefore financial resources.
