Toda organización gubernamental debe tener actualizado procesos, procedimientos, objetivos, filosofía tanto organizacional y departamental. El Gobierno Autónomo Descentralizado Intercultural y Plurinacional de Cayambe, no es la excepción; debe contar con información catastral urbana y rural para proyectar ingresos, emisiones, exoneración, transferencias de dominio que ayuden a la recaudación predial. Con la propuesta se busca identificar y analizar los procesos, tareas de funcionarios y los recursos que son asignados para la administración y operación de la dirección para diseñar y comunicar un manual de procedimientos, elaboración de formularios y actualizar la base de datos del sistema catastral que posee la institución. Además, ayudaría a rectificar áreas, direcciones, generar emisiones de título de crédito, realizar las inspecciones de campo y emitir certificaciones de linderos, revisión de planos, incrementar la recaudación por ingreso de propiedad horizontal que fortalezca la gestión que realiza la Dirección de Avalúos y Catastros para que la comunidad tenga servicios eficaces y concrete una mejora planificación territorial. El compromiso debe ser institución – comunidad basado en las normas, políticas, leyes nacionales, provinciales, cantonales y parroquiales.
Every governmental entity must keep updated processes, proceedings, objectives, as well as the organizational and departmental philosophy. The Intercultural and Plurinational Autonomous Government of Cayambe is not an exception; it must have the urban and rural cadaster data of project incomes, emissions, exemptions and transfers that help the collection of the area. This proposal aims at identifying and analyzing the processes, tasks of the officials and the resources assigned for the administration and effectiveness of the office, to design a proceeding manual, forms and update the data on which the cadaster system of the institution is based. Also, it would help rectify the areas, addresses, issue bonds, make field inspections and issue certifications of boundaries, revisions of blueprints, increase the revenue collection from condominiums, which would strengthen the management of the Office of Valuation and Cadaster and give the community effective services and a better planning of the land. The compromise must be made between the institution and the community, based on the regulations, policies, national, provincial, canton and parish laws.
