Creación de normativa andina respecto a la protección de datos personales.

En la sociedad actual, el mundo digital está cada vez más presente, y en este prevalece todo lo relacionado a la recolección de datos, como podemos observar en las páginas web con el uso de las cookies, incluso en las páginas de las instituciones públicas que recolectan la información de los usuarios y las registran en bases de datos. Es por esto que la protección de datos personales es necesaria para salvaguardar la información de las personas, motivo por el cual nuestro poder legislativo desarrolló una norma jurídica como la Ley Orgánica de Protección de Datos Personales; sin embargo, dentro de la normativa no se encuentra especificada la situación del flujo transfronterizo de información. De igual manera, en el ámbito internacional, al contar con la Comunidad Andina de Naciones como un sistema integrador de países, debería de existir algún lineamiento referente a esta problemática, pero la misma es limitada a las telecomunicaciones y no abarcan la totalidad de la protección de datos personales.
In today's society, the digital world is increasingly present, and everything related to data collection prevails in it, as we can see on web pages with the use of cookies, even on the pages of public institutions that collect user information and record it in databases. This is why the protection of personal data is necessary to safeguard the information of people, which is why our legislature developed a legal norm such as the Organic Law on Protection of Personal Data; however, within the regulations the situation of the cross-border flow of information is not specified. In the same way, in the international sphere, having the Andean Community of Nations as an integrating system of countries, there should be some guideline regarding this problem, but it is limited to telecommunications and does not cover all the protection of personal data.
