La facultad reglamentaria de los GADPR en el nuevo modelo de gestión pública del Ecuador.

La Constitución de la República del Ecuador establece el que las juntas parroquiales rurales tendrán facultades reglamentarias, como el que la norma suprema señala que constituyen gobiernos autónomos descentralizados las juntas parroquiales rurales, los concejos municipales, los concejos metropolitanos, los consejos provinciales y los consejos regionales. Al tratarse de un nivel de gobierno más cercano a la población se encuentra integrada por una estructura administrativa mínima por mandato legal, por lo que el desarrollo de tal normativa constituye un verdadero desafío y una insoslayable responsabilidad principalmente con la población que espera de los GADPR servicios eficientes en el marco de sus competencias. En el orden jerárquico de aplicación de las normas, los reglamentos se encontrarían sobre a las ordenanzas municipales, debajo de las normas regionales y las ordenanzas distritales, siendo por lo tanto intrínseco el hacer un aporte técnico profesional a estas personas jurídicas de derecho público que son mil cuatrocientos noventa y nueve en nuestro país.
