Las actividades que se desarrollan en todas las instituciones públicas, privadas y mixtas, entre ellas las empresas y organizaciones de servicios educativos como es el caso de la Universidad Estatal de Bolívar, a través del Instituto de Idiomas requieren del conocimiento y aplicación de políticas de gestión académica que orienten su accionar a la consecución de sus objetivos institucionales y por ende a la satisfacción de los usuarios de sus servicios educativos. En el análisis del objeto de estudio y su incidencia en el campo de acción, se estableció como tema de investigación “LA GESTIÓN ACADÉMICA DEL INSTITUTO DE IDIOMAS PARA APORTAR AL CONOCIMIENTO PEDAGÓGICO, ADMINISTRATIVO Y SOCIAL EN EL ÁREA DE INGLÉS PARA LOS ESTUDIANTES DE LA UNIVERSIDAD ESTATAL DE BOLÍVAR PERIODO 2010-2011”, en este contexto es necesario que la institución educativa, reorganice el desarrollo institucional a través de la creación de nuevas formas de promoción, difusión y trabajo del personal administrativo y académico del Instituto de Idiomas, enfatizándose en la preparación, capacitación y profesionalización de los talentos humanos, adecuación y facilidad de recursos tecnológicos, es decir implementación de un manual de organización que operativice la estructura orgánica y funcional como una alternativa de desarrollo institucional. Los antecedentes que motivaron al estudio establecieron una retroalimentación para determinar la ruta seguida desde el inicio de la creación de la Universidad Estatal de Bolívar (1989) en el cual se evidencia al Departamento de Lenguas, sin que este haya tenido una estructura organizacional, posteriormente cambia la denominación a Instituto de Idiomas que fue aprobado en el año 2006 mediante resolución del H. Consejo Universitario, que en la misma consideración poco se ha realizado en cuanto al diseño y estructuración orgánica y funcional del mismo. La importancia del conocimiento y la globalización hacen imprescindible que se encuentren los justificativos adecuados para que el aprendizaje y la utilización de 8los idiomas en el área de los negocios, la tecnología y educación, cuenten con un instrumento que facilite su organización ya que la jerarquía de quien dirige debe estar revestida de autoridad para la toma de decisiones y así poder complementar el proceso administrativo con la interrelación de las Facultades con que cuenta la Universidad Estatal de Bolívar. Estos elementos de análisis me condujeron a la caracterización del problema detectando que existen políticas de gestión académica institucional establecidas en el Plan Estratégico de Desarrollo Institucional (PEDI) pág. 25 y 34 que no están siendo aplicadas, por lo que se determinó el problema ¿DE QUÉ MANERA INFLUYE LA GESTIÓN ACADÉMICA INSTITUCIONAL DEL INSTITUTO DE IDIOMAS EN EL APORTE AL CONOCIMIENTO PEDAGÓGICO, ADMINISTRATIVO Y SOCIAL EN EL ÁREA DE INGLÉS PARA LOS ESTUDIANTES DE LA UNIVERSIDAD ESTATAL DE BOLÍVAR, PERIODO 2010 – 2011? De ello emerge como factor elemental el desarrollo del CAPITULO I relacionado con el contenido científico de la literatura empresarial sobre la gestión en todos sus ámbitos, de tal manera que se visualiza la factibilidad de suscitar procesos de transformación que buscan múltiples alternativas de administrar y gerenciar instituciones educativas a través de la implementación de modelos de Gestión Académica. El capítulo II dedicado a la metodología describe el tipo de estudio realizado, la determinación del universo, que en este caso son los directivos, docentes y estudiantes en un número de 1107, y la muestra estratificada de 293 estudiantes; así como también las técnicas e instrumentos de recolección de datos empleando para ello la guía de entrevista y encuestas. El capítulo III sustenta el análisis y discusión de los resultados obtenidos y procesados; así como las conclusiones y recomendaciones de la investigación efectuada. Finalmente como resultado de la investigación se presenta como alternativa de solución al problema las estrategias de cambio para lograr una mejor GESTIÓN PEDAGÓGICA, ADMINISTRATIVA Y SOCIAL.
The developed activities in all public institutions, private and mixes ones, among them enterprises, and educational organizations such as the Bolivar State University, through the Institute of Languages, require knowledge and application of academic management policies to guide their actions to achieve its institutional objectives and therefore the user satisfaction of their educational services The analysis of the study object and its incidence on the action area, was established as a research topic "Academic INSTITUTIONAL MANAGEMENT OF THE INSTITUTE OF LANGUAGES TO CONTRIBUTE TO PEDAGOGICAL, ADMINISTRATIVE, AND SOCIAL KNOWLEDGE , IN THE ENGLISH FIELD FOR BOLIVAR STATE UNIVERSITY STUDENTS 2010 2011 PERIOD ",in this context it is necessary the educative Institution reorganize institutional development through the creation of new forms of promotion, dissemination and employment of administrative and academic personnel of the Institute of Languages, emphasizing in the preparation, training and professionalization of human talents , fitness and facility of technological resources, it means implementation of an organization manual which operates the organizational and functional structure as an alternative of the institutional development. The background that led to the study established a feedback to determine the route from the initial creation of the Bolivar State University (1989) in which the Department of Languages is evidenced, despite of any organizational structure, later on its name is changed by “Institute of Languages” which was adopted in 2006 by resolution of H. University Council, and in the same consideration wasn ́t performed anything about design and organic and functional structure. The importance of the knowledge and globalization make it imperative the findings of the suitable means supporting the learning and use of languages in the area of business, technology and education, have an instrument to facilitate their organization because the hierarchy of the director must be coated with authority to make decisions and so to be able to accomplish the administrative process with the interrelationship of the Faculties with which Bolívar State University is counting. These elements of analysis led me to the characterization of the problem by detecting that there are institutional academic policies established in the Strategic Plan of Institutional Development (Pedi) pp. 25 and 34 that are not being applied, so the problem was determined: ¿IN WHICH WAY DOES ACADEMIC INSTITUTIONAL MANAGEMENT OF THE INSTITUTE OF LANGUAGES INFLUENCES IN THE CONTRIBUTION TO ADMINISTRATIVE, AND SOCIAL KNOWLEDGE , FIELD FOR BOLIVAR STATE UNIVERSITY PEDAGOGICAL, IN THE ENGLISH STUDENTS, 2010- 2011 PERIOD? From that, as an elementary factor, the development of the Chapter I emerges which relates to the scientific content of the literature on business management in all areas, so feasibility is visualized, in order to raise processes of transformation, looking for different alternatives, seeking to manage and to administer educative institutions by means of models of Academic Management implementation. Chapter II describes the methodology on the type of study, the determination of the universe, which in this case are the principals, teachers and students in a number of 1107, and the stratified sample of 293 students, as well as the techniques and data collection instruments using the interview guide and survey. Chapter III supports the analysis and discussion of the obtained and processed results, as well as the conclusions and recommendations of the research. Finally as a result of the research the proposal framed by the application of the change strategies to contribute to pedagogical, administrative, and social knowledge.
