El Gobierno Autónomo Descentralizado de la Parroquia Santiago actualmente en área económica y su registro se está manejando con el sistema contable CFR (Contabilidad Financiera Rural) el cual no cumple satisfactoriamente con todos los requerimientos de esta institución pública, por lo que en la gestión administrativa y contable ha perjudicado su debido trabajo y evolución causando de este modo inconformidad dentro y fuera del gobierno parroquial. Nuestra propuesta está dirigida a contribuir mejorando este ámbito de gestión administrativa y financiera, con la aplicación de un plan de capacitación sobre el sistema contable CFR (Contabilidad Financiera Rural). Para este trabajo de investigación se utilizó métodos de investigación como son el método inductivo deductivo y científico, también las técnicas de recolección de datos como la observación (no estructurada), encuesta y entrevista los cuales permitieron detectar los aspectos fundamentales para el desarrollo y la elaboración de la tesis. Se realizó encuestas a la comunidad de Santiago, específicamente a los representantes de cada sector y entrevista a los directivos y contador del GAD, para obtener información que sirvió para elaborar las conclusiones y recomendaciones en las cuales manifiesta en su mayoría no conocen nada del manejo del sistema contable, usuarios desconformes con el trabajo realizado concluyendo que la comunicación es el factor que más influye para que suceda todo este tipo de inconvenientes, falta de capacitación a los miembro sobre el sistema contable con el objetivo de mejorar la gestión administrativa y financiera del GAD parroquial. Se comprobó la hipótesis con la prueba de la CHI cuadrada. XIII La propuesta está constituida y desarrollada con información estrictamente del Gobierno Autónomo Descentralizado de la Parroquia Santiago, se ha desarrollado un plan de capacitación interno sobre el sistema contable según el ambiente en donde se desenvuelve la institución el personal que posee y sin duda tomando en cuenta los usuarios de la comunidad que en gran parte se ven beneficiados de este trabajo, siguiendo el cronograma establecido y supervisión permanente para que se cumplan con los objetivos propuestos, que permitirá mejorar gradualmente la gestión administrativa y financiera. El plan de capacitación interno aplicado se convertirán en una instrumento táctico que permite mejorar la gestión administrativa y financiera y por ende mejora el trabajo conjunto entre la institución pública y la sociedad de la parroquia Santiago.
Decentralized Autonomous Government currently in Santiago Parish economic area and registration is being handled with CFR accounting system (Financial Accounting Rural) which does not satisfactorily meets all the requirements of this public institution, so in the administration and accounting has harmed due development work and thus causing dissent within and outside the parish government. Our proposal is intended to contribute to improve this area of administrative and financial management, the implementation of a training program on the CFR (Financial Accounting Rural) accounting system. Research methods will be used such as deductive and scientific inductive method, also the techniques of data collection and observation (unstructured), survey and interview which allowed detected the fundamentals for the development and preparation for this research Thesis. Specifically the representatives of each sector and interviewing managers and counter GAD community surveys of Santiago was conducted to obtain information used to develop conclusions and recommendations which manifests mostly know nothing of management accounting system, unhappy with the work concluding that communication is the most influential factor for everything to happen this inconvenience, lack of training to member on the accounting system in order to improve administrative and financial management of user GAD parish. The hypothesis with chi square test was checked. XIII The proposal is made and developed information strictly Decentralized Autonomous Government Parish Santiago, has developed an internal training plan on the accounting system according to the environment in which the institution operates staff has without doubt taking into account the community users to benefit from this work are largely following the timetable established and ongoing supervision so that they comply with the objectives, which will gradually improve administrative and financial management. The implemented internal training plan will become a tactical instrument to improve administrative and financial management and thus enhances the partnership between the public institution and society of the parish Santiago.
